Regional conflicts of the Yugoslav kind are generally agreed to be the likely model of future wars. But allied soldiers, and more particularly their civilian leaders, have ruled themselves out of any real role in such conflicts. Vietnam and equivalent European experiences have resulted in a timid pattern of civilian leadership that is deeply afraid of any protracted involvement or risk to military life.
