When village residents are reluctant to assume the leadership roles necessary to initiate new developments, no clear-cut community decisions relative to the types of development are forthcoming. A particular problem is that although women are often ready and able to assume broader roles in the areas of commerce, education and social care, they are unable to find channels to allow for movement beyond the traditionally male-dominated status quo in the community. The traditional roles of women and youth inhibit their assuming these leadership roles, and they feel there is no time for community service after working all day just to support the family.
