The trend toward greater dependence on authority is often frustrating to the local communities and over-burdening to the authority. Community leadership roles tend to remain static as rural communities determine how to involve new people, and the burden of maintaining and expanding activities grows heavier each year. As organizers remain hesitant, local gifts and creative initiative are lost. The potential leadership among young people remains untapped or untrained, and vandalism is often the result of curtailed youth activities.
