Science provides the basis for environmental decision-making. There is a need for intensified research, fuller engagement of the scientific community and increased scientific cooperation on emerging environmental issues, as well as improved avenues for communication between the scientific community, decision makers and other stakeholders.
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends that UNEP coordinates and promotes relevant scientific research with a view to providing a consolidated basis for decision-making.
