Paragraph 13 of the Århus Declaration reaffirms the UN/ECE pledge to phase out nuclear power stations "as soon as possible". The declaration acknowledges the need to solve the problems connected to the decommissioning of nuclear reactors and power plants, the management of nuclear waste and operational safety. In this regard it supports the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management and the Convention on Nuclear Safety. It also reaffirms the need for an appropriate international liability regime for the compensation of damage caused by nuclear installations, noting the efforts of the international community to improve liability regimes.
