World Bank estimates show that construction and infrastructure generally constitute around half of gross fixed capital formation in developing countries. A typical developing country will spend about 70% of its annual budget on construction and infrastructure. Furthermore, about 40% of loan funds are spent on those two items.
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
