Nature

Those constituting the urban elites, including those involved in government, tend to engender policies favouring urban groups while neglecting those in rural areas. Such policies may ensure that wealth from the rural areas is effectively transferred to urban regions (for example, by setting low prices for agricultural produce). Especially in developing countries, urban bias is encouraged by the investment priorities of transnational corporations.
