Technical ignorance of decision makers

A common phenomenon with new computer installation is that the people who authorize them do not really understand them and do not know exactly why they are buying them. It is still the case that the majority of computer installations lose money, and that many companies do it because they are driven by fashion and the lure of new technology rather than by hard commercial considerations.
