The processes of engaging in society as a part of a group of people is ineffective in the modern urban world.

There is a widespread sense that individuals do not have enough power to occasion change and that local public officials do not have a clear sense of the will of the whole community. Misunderstandings and anxiety about decisions being made results in the circulation of conflicting stories, frustrates residents, and inhibits constructive input, all of which makes it difficult to build a cohesive image of the extended community.

  1. Until effective structures are built to create and determine the local consensus, serious development of rural areas will be unable to move beyond inertia to creative action.
