Few communities are effectively organized; any attempts that are tried tend to focus on single issues and are short-lived, producing few long-range, sustained results. Organizations compete rather than cooperate with each other, and individualistic leadership is ineffective when applied to the community's future. Various sub-cultures may live in isolation from one another even though they may have common concerns. Some residents engage in school-related activities, others in agricultural production and still others in commercial life, and these diverse arenas hinder the people from coming together for a common task.
