Despite the fact that, even in the most depressed areas, people are extremely capable farmers given their present level of technology, it is continually necessary to upgrade skills and increase production. However, rural communities tend to lack access to agricultural technology: the advantages of modern mechanical implementation, the added production which comes from systematic irrigation and the increased yield of hybrid seeds always seem just beyond the reach of the individual farmer. Lack of access to such techniques leave the farmer frozen at his present level of expertise while the economic demands of contemporary society fall on his shoulders with alarming weight.
