The function of loyal opposition is to allow dissenting voices to be heard and to participate in framing the future. However, in the absence of a clear vision of the future, opposition groups tend to invest time and energy in meaningless pursuits separated from reality and rooted in the false security of past experience. Search for significant meaning results in disillusionment and frustration and a feeling of victimization which obscures any vision of future possibilities for self-determination and organized action.
