Fixation on partial solutions to problems

There is a natural tendency of groups to be satisfied with solutions to problems that could be more effective and comprehensive with cooperation at a higher level of inclusiveness. The search for appropriate solutions tends therefore to end with partial solutions that do not necessitate cooperation with other groups. Fixation on the first reasonably successful partial solution thus inhibits any further search for opportunities for cooperative solutions that would have been superior and could have satisfied the mutual interests of a wider range of groups or interests.
