Experience has demonstrated the substantial capability of disabled persons to perform effectively in commercial enterprises and to create their own businesses when provided with appropriate training and community support.
Many countries are experimenting with a community-oriented approach to employment, income enhancement and work support systems, especially since there seems to be little alternative to this non-institutional approach if the large numbers of disabled people seeking employment are to be served. ILO assists governments to develop and improve vocational rehabilitation programmes for physically and mentally disabled persons (including recovering addicts). It assists in the training of rehabilitation staff.
