Providing funding for capacity building in developing countries


Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends allocating adequate funding for capacity-building and training programmes to ensure the full participation of developing countries, in particular, in any international scheme under the organs and organizations of the UN system for the collection, analysis and use of data and information, particularly with regard to marine pollution.
