The work of preparing a world constitution – the Constitution for the Federation of Earth – has gone forward in four sessions of a World Constituent Assembly in 1968, 1977, 1980 and 1991. Also, work has proceeded in three sessions of a Provisional World Parliament in 1982, 1985 and 1987, under Article 19 of the Constitution for the Federation of Earth, to prepare world legislation to solve certain urgent world problems. The Fourth Session is to be held in 1996, with proposed working commissions on Oceans and Seabeds; Atmosphere, Antarctica, the Moon; Disarmament; New Global Finance System; Human Rights and World Ombudsmus; Ratification and Elections; Climate Crisis and Emergency Earth Rescue; Global Energy Supplies; Development to Serve Human Needs; World Food and Water Supplies; and What Can People Do If National Governments are Slow to Cooperate?
