This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends assessing and carrying out systematic observations at the appropriate national level of the quantitative and qualitative situation and changes of forest cover and forest resource endowments, including land classification, land use and updates of its status; and linking this activity, as appropriate, with planning as a basis for policy and programme formulation.
