Description

The situation with environmental problems within a country is never fixed and permanent. Monitoring the changes in environmental priorities from one year to the next is an important aspect of a National Environmental Action Plan (NEAP). Changes can include development of the information base and institutional capacity to address environmental problems; newly developed actions or activities to address environmental problems; new pollution problems developing or identified; new information becoming available on health ramifications, transboundary issues; or changes in public perception, media attention, social and economic changes effecting the country and effecting the priority given to environmental problems.
