Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends implementing programmes for children designed to reach the child-related goals of the 1990s in the areas of environment and development, especially health, nutrition, education, literacy and poverty alleviation.

Claim

  1. Health cannot be attained where poverty and misery abound, where food and safe water are scarce, where housing is inadequate, and where public and community services are rudimentary. In such conditions, which are faced by two thirds of the worlds's population, ill health and premature death are the rule rather than the exception. And most severely affected by such risk factors are women and children who, together, make up the majority of this world's population.
