Description
The production of a National Environmental Action Plan (NEAP) and its subsequient implementation is highly dependent upon the existing institutional framework available within a country. The role, capacity, interdependence and cooperation in the chain of public bodies for monitoring, research, policy assembly, regulation, implementation and enforcement, are all fundamental to the development of a NEAP process. Institution building and organisational development are important components in developing a NEAP.
