  1. NGOs need to develop procedural rules that would enable them to work together more effectively. All NGOs need a place where they can share information, deal with issues of common interest, and exercise democratic forms of representation. NGOs are pushing for rules that would ensure effective, equitable, gender and geographically balanced participation in international negotiation, but all all can participated. NGOs must grapple with this issue and come up with proposals to bring about equitable involvement.
