Tactics include: participatory research to uncover contradictions in participation and develop methods to deal with them; participatory images to develop ways to create new images in the community; re-education techniques to develop methods to re-educate man regarding participation in community planning techniques; participatory representation to encourage a representative body to create participatory techniques; and technique exchange to broaden resources for participation techniques in a community by exchanging men of various skills. An example is organizing community workshops in the city government in which community citizens would develop new methodologies to enable futuristic city planning.
