Implementation
UNESCO's programme includes the following elements: stepping up exchanges of information; contributing to the teaching of bioethics; enhancing public awareness and that of decision-makers in the realm of bioethics. In 1993 it created the International Bioethics Committee. In 1995 it set in motion the creation of a Universal Declaration on Human Genome and Human Rights.
