Develop protocols and institute standards in reporting and evaluation procedures. Update and disseminate guidelines for evaluation in compliance with performance requirements. Provide technical assistance in evaluation methodologies. Incorporate both quantitative and qualitative evaluation components in the design of all programmes.
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends developing technical, ecological and economic methods and models related to periodic evaluations.
