It has been considered the norm to depend on one person as the head of state. This person makes the decisions and provides guidance for policy agencies and bureaucratic systems. Today this single leader can no longer encompass the increasingly intricate and complex social patterns which are present in society; the single voice prevents comprehensive policy-making by offering only one point of view.
