Many economic ventures, although physically situated in an urban community, do not feel they have a responsibility to it. Often the seat of decision-making for such a firm is located in another city or state, and therefore local management sees no responsibility for its empty warehouses and unkempt, deserted buildings. The result is a community that sees no real way to project a local design and improvement plan. It sees itself as powerless, with the control of its destiny in someone else's hands.
