Lack of local services for community leadership training

Local communities lack new and effective methods to enable them to gain and use leadership skills, and local structures to train and utilize the leadership skills they require to deal with all aspects of community life, both economic and social. The unavailability of local special educators and other locally trained personnel is partly the reason that needs for special education and service, and for skills in determining priorities and leading meetings are not met.
