Inadequate hospital facilities

In 1992, Russian government reports stated that 40 per cent of all hospitals and 30 per cent of all polyclinics (outpatient clinics) did not have hot water, 18 and 15 per cent respectively did not have sewage systems and 12 and 7 per cent did not have any water supply at all.
