Inadequate exchange of technical information concerning problems

Nature

Information on problems and their solution is produced in vast quantities in many countries, but there is still the greatest difficulty in ensuring that information of value reaches the people who can make direct use of it. For example, because of the language barrier, many workers are able to understand and use only a limited range of literature; and there are often gaps in the transmission of information from the receiving authorities, e.g. government departments, to those at lower levels for whom it is really intended. Improved international dissemination of information will be of little use if these gaps are allowed to remain.
