Incidence

As a result of the collapse of the former Soviet Union, considerable concern has been expressed at the immigration of workers with skills in weapons of mass destruction to irresponsible countries. Such immigration became virtually inevitable because the economic pressures and low salaries in the countries of the former Soviet Union force such highly trained specialists to seek a livelihood outside a collapsing economy.
