Incidence

The EEC/EU Energy Commissioner in 1992 was of the view that current supply and production monopolies in electricity and gas have led to considerable distortions, inefficiency and high prices. Market deregulation was receiving considerable resistance from a number of countries, including France, Germany and the Netherlands. Heavy energy-using industries, such as steel, fertilizers and glass, would benefit considerably from lower costs produced by freer competition.
