Disguised increases in capacity of military weaponry

Nature

Existing military weaponry may be progressively upgraded so that its capacity becomes greater than apparent from simplistic comparisons based on measures of its earlier capacity put forward in publicized arms control proposals.

Incidence

An example is the modification of existing nuclear submarines to increase the number of missiles they can launch. The introduction of multiple warheads disguises the increase in capacity of an existing missile system.
