Incidence

Communities expect the educated to provide local leadership and to fill the new jobs, but are not yet prepared to alter rural care patterns to accommodate urban systems at the less prestigious level (garbage collection, for example). Those who are educated outside their local communities (usually the younger men) tend not to return to diversify community expertise, but instead they either work away from their neighbourhood, coming home only at night and at weekends, or they leave it completely. This leaves the community looking forward to urban services and new industry with few people available to take on the new jobs.
