Using legal measures to ensure disaster-sensitive development
Implementation
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends development of tools (legal, economic etc.) to encourage disaster-sensitive development, including means of ensuring that limitations on development options are either not punitive to owners or that they incorporate alternative means of compensation.
