Using baselines


Description

A baseline ideally indicates the behaviour of a system that has not been affected by human influence (for example, river flow with now dams; pre-industrial levels of greenhouse gases). In most cases the true baseline for natural systems cannot be defined or measured, so a particular condition at an agreed time is used as a substitute baseline.
