Case studies of local level responses by different groups to demographic dynamics would be developed, particularly in areas subject to environmental stress and deteriorating urban centres. The conducting of socio-economic baseline studies would lead to understanding of the situation in the programme area in particular with respect to resource and land tenure issues, traditional land-management practices and characteristics of production systems.
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
