This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends promoting joint ventures between suppliers and recipients of technology, taking into account developing countries' policy priorities and objectives. Together with direct foreign investment, these ventures could constitute important channels for transferring environmentally sound technology. Through such joint ventures and direct investment, sound environmental management practices could be transferred and maintained.
