This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends supporting the role of the IOC in cooperation with WMO, UNEP and other international organizations in the collection, analysis and distribution of data and information from the oceans and all seas, including as appropriate, through the Global Ocean Observing System, giving special attention to the need for IOC to develop fully the strategy for providing training and technical assistance for developing countries through its Training, Education and Mutual Assistance (TEMA) programme.
