This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends promoting regional cooperative mechanisms to address regional needs for sustainable development. Such regional cooperative mechanisms could be facilitated through public/private partnerships and provide support to governments, industry, non-governmental educational institutions and other domestic and international organizations, and by strengthening global professional networks.
