To address the underlying causes of deforestation, studies have identified the need to strengthen community's rights and responsibilities; establish local controls and procedures over resource extraction; and a better integration of government policies with field reality to enhance community tenure rights. To achieve this integration, emphasis on supporting traditional or customary practices is recommended.
