This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends provision of enhanced training and technical assistance to institutions providing training for technicians, professionals and administrators, and appointed, elected, and professional members of local governments; and strengthening of their capacity to address priority training needs, particularly in regard to social, economic and environmental aspects of human settlements development.
