This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends establishing or enhancing an existing dialogue with non-governmental organizations and their self-organized networks representing various sectors, which could serve to: (a) consider the rights and responsibilities of these organizations; (b) efficiently channel integrated non-governmental input to the governmental policy development process; and (c) facilitate non-governmental coordination in implementing national policies at the programme level.
