This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends that priority should be given to developing/strengthening national and/or master plans for planted forests, indicating, inter alia, the location, scope and species, and specifying areas of existing planted forests requiring rehabilitation, taking into account the economic aspect for future planted forest development and giving emphasis to native species.
