This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 indicates that special support, including cooperation among states, will be needed to enhance capacities of developing countries in the areas of data and information, scientific and technological means, and human resource development, in order to participate effectively in the conservation and sustainable utilization of high seas marine living resources.
