According to a major study, not one of 12 USA states that formerly administered segregated universities or colleges can demonstrate an acceptable level of success in desegregating its higher education system. Most flagship universities in the South remain more than 80 percent white, and that 60 percent of black freshmen attend historically black colleges or junior colleges.
