Agenda 21 noted that in the follow-up to the Earth Summit (Rio Conference), there would be a need for an enhanced and strengthened role of UNEP and its Governing Council. It proposed that the Governing Council should within its mandate continue to play its role with regard to policy guidance and coordination in the field of the environment, taking into account the development perspective.
