During the Earth Summit (UNCED) in 1992, non-government organizations produced 39 alternative treaties as an alternative to the agreements being drafted by the governments. The treaties went significantly further by addressing issues that were not mentioned in Agenda 21. They were coordinated and drafted by people from different sectors, North and South, representing a broad range of organizations. Each treaty deals with a specific environmental or socio-economic issue, followed by principles, and a plan of action. An example of a NGO treaty produced at the Earth Summit is the Youth Treaty.
