Preventing outside employment of parliamentarians

Context

Parliamentarians may be employed by one or more firms, for instance, as paid consultants. The parliamentarian, as an elected official, should devote his or her time and energy to his or her office. Outside employment may lead to a conflict of interest and it may compromise the independence of the parliamentarian. For instance, parliamentarians may lobby on behalf of the company.
