This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends preparing medium- and long-term plans for sustainable development that emphasize multiple use of resources, integrate environmental considerations with economic and sectoral planning and policies, define measures for maintaining cultural and biological diversity and conserve endangered species and critical marine habitats.
