This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends that governments of developing countries, in cooperation with industry and with appropriate international organizations, should develop inventories of hazardous waste production, in order to identify their needs with respect to technology transfer and to implementation of measures for the sound management and disposal of hazardous waste.
